JNS.org – Israel is the only country in the world with a policy of random shooting of Palestinians by its army, Attorney General Avichai Mandelblit said on Thursday.
During a hearing at the Tel Aviv District Court on Thursday, Mandelblit said the state is not obligated to detain those Palestinians who throw stones at Israeli soldiers.
“The law obligates the state to detain a suspect if it is proven that he is a danger to society,” he said. “But the security establishment has decided that random shootings [of Palestinians] are the way to maintain stability.”
Mandelblit said the solution is to install metal detectors at the entrances of the West Bank so that Palestinian stone throwers cannot hurt Israeli soldiers.

The attorney general emphasized that the IDF must carry out only violent military operations in the West Bank.
“No army must carry out random arrests or shoot people,” he said. “Anyone who is unarmed must not be shot and anyone who is armed must not be shot.”
He added that the IDF must distinguish between members of the Popular Front for the Liberation of Palestine (PFLP) and other members of the Palestinian Arab community, both civilian and military.
“I am not talking about those members who are members of the PFLP,” he said. “It is a matter of principle. Anyone who is armed and commits a crime must be prosecuted.”
At the hearing, Mandelblit admitted that Israel was found in violation of the law regarding non-judicial orders to apply lethal force during the 2014 war in the Gaza Strip.
“During Operation Protective Edge, the state issued non-judicial orders to apply lethal force in a number of incidents,” he said.
Mandelblit added that the IDF was not prosecuted for these incidents.
